The need for introducing the IP detection method came only because we can not assume that every shopper on the shop is a registered customer with an account. And, in those cases, we’d not have any address to detect & show available carriers.

Now, coming back to the part of showing carriers based on address. It is worth noting that showing carriers based on the saved address is very convenient & much useful to the customer. But, showing a comprehensive list based on all the saved address of customer might create confusion.
